Estimado sr. Moniquet:
Hace algunas semanas, seguramente fuimos muchos los ciudadanos europeos que nos quedamos sorprendidos por la publicación, por parte del Centro que usted dirige, de un Informe sobre el Frente POLISARIO. (http://www.esisc.org/FRENTE%20POLISARIO.pdf).
En el mismo se sostenían conclusiones altamente llamativas: Dicho Frente, sobre el que los ciudadanos europeos solemos tener la opinión de que es un Movimiento de Liberación Nacional (considerado como tal por la ONU y con una representación oficial ante dicha organización), parte en un conflicto (el del Sahara Occidental) actualmente en el marco de un proceso de arreglo en el seno de la ONU; que recibe ayudas para el sostenimiento de los miles de refugiados que este conflicto ha originado, por parte del ACNUR, UNICEF, PMA y de multitud de ONG's (la mayoría de ellas europeas), además de las propias instituciones de la UE (a través del programa ECHO); dicha organización no sólo estaría, según su informe, dedicada a cometer las mayores atrocidades durante 30 años, sino que además representaría un serio peligro como elemento para el desarrollo del terrorismo internacional de tipo islamista en la región del Maghreb!!
Sin entrar a darle mi opinión personal sobre el contenido de dicho informe, sí he de decirle que, como seguramente sabrá, han aparecido también recientemente algunas réplicas al mismo: una, por parte de un investigador saharaui, sr. Sidi M. Omar (miembro de la Cátedra de Filosofía para la Paz, Universitat Jaume I, Castellón, España) (http://sahara_opinions.site.voila.fr/sidiomaresics.pdf); la otra, por parte por parte del propio Ministerio de Asuntos Exteriores de la RASD , firmada por el Director de Asuntos Políticos e Información, sr. Malainine Ahmed (http://www.arso.org/esiscpf.pdf)
En ambos documentos, a mi juicio no sólo se contradicen de manera contundente los hechos y conclusiones del informe por usted dirigido, sino que se ponen en evidencia graves carencias de tipo metodológico en el mismo y sesgos gravísimos que ponen en duda la veracidad y validez del mismo como lo que pretende ser: un informe de un centro de estudios europeo serio, riguroso e independiente.
En su Informe se hace referencia a que según su opinión, el Frente POLISARIO ha tradicionalmente respondido a las críticas "como lo hace normalmente cualquier estructura totalitaria: con el insulto y la excomunión y rechazando el debate" (p. 72), mas no es este el caso de las réplicas aquí citadas: en las mismas aparecen amplias argumentaciones para rebatir el contenido de su informe, por lo que representan un interesante elemento para el debate sobre el contenido del Informe del ESISC.
En suma, el motivo de este e-mail es hacerme eco de las terribles dudas que se derivan de la lectura de la carta del señor Ahmed: "¿Existe realmente el ESISC como lo que dice ser? ¿Tiene algo que ver su trabajo con el mínimo de objetividad, independencia y neutralidad académica?"
Considero que si su respuesta a estas cuestiones es afirmativa, no debería eludir el debate abierto y, en consecuencia: -El ESISC debe publicar en su sitio web del las réplicas citadas.
Y, lo que es más importante:
-Debe ofrecernos por su parte, al público europeo, una contra-réplica en la que, con argumentos sólidos y lenguaje riguroso responda a las tremendas sospechas que se ciernen sobre su informe y la institución que dirige.

Some weeks ago, many European citizens were probably astonished by the release of a Report on the POLISARIO Front by ESISC, the Center of which you are chairman. (http://www.esisc.org/the%20polisario%20front.pdf)
In that report, some highly surprising conclusions were sustained: the said Front - and the usual European opinion is that it is a National Liberation Movement (as it is actually recognized by the UN, and has an official representative before that Organisation) - is one of the parts in a conflict (The Western Sahara conflict) nowadays in the framework of a settlement process arranged by the UN; receiving humanitarian aid by UNHCR, UNICEF, WFP and many NGO's (most of them from Europe) besides EU's own institutions (through ECHO).After all, according to the contents of that report, the organisation is no such thing, but one dedicated to the commission of all kind of atrocities during the last 30 years and, furthermore, a serious and dangerous potential player in the arising and development of the international Islamic terrorism in the Maghreb region!!
I have no intention of exposing my personal opinion about the contents of that report. But I must say that, as you probably already know, some replies to the ESISC report have been released recently: The first one, signed by a saharawi researcher, Mr. Sidi M. Omar (from the UNESCO Chair of Philosophy for Peace, Universitat Jaume I, Castellón, Spain) (http://sahara_opinions.site.voila.fr/sidiomaresics.pdf), and the second one by the own Saharawi Ministry of Foreign Affairs, signed by the Director of Political Affairs and Information, Mr. Malainine Ahmed. (http://www.arso.org/esiscpf.pdf)
Both papers, in my opinion, not only reject in a smashing way the facts and conclusions in the ESISC report, but also show the arising of serious methodological deficiencies and biases in that Report, that cast serious doubts about its validity and likelihood as what it pretends to be: a Report from a responsible, liable and independent European Research Centre.
One of the statements in the ESISC report is that the POLISARIO Front used "to react to criticism as any totalitarian structure traditionally does: by insult and excommunication (sic), and the refusal of discussion" (p.68) but clearly this is not the case in the mentioned replies, as these are plenty of broad arguments in order to reject the content of the ESISC's report. So, indeed, these replies do constitute an interesting element for the discussion of the issue pointed out by your report.
Summarizing, the aim of this e-mail is to echo the tremendous questions derived from the reading of Mr. Ahmed's paper: "Is there actually a center with this name? [That is: Is ESISC really what it sets out to be?] (.)It still has something to do with the minimum values of objectivity, detachment and academic neutrality (.)?"
If your answer to these questions is affirmative, ESISC should not to elude the open discussion of this issue and, thereby:
- ESISC must publish the links to these replies in its website.
And most important:
-It must provide us, the European people, with a public counter-reply in which to respond by means of solid arguments and suitable scholastic language to the tremendous suspicions that hang over the report and ESISC itself.
